To clarify our notion of "Linked' Open Data": We call data "Linked Data" if it is published following the requirements in Berners-Lee (2006). We call data "Linked Open Data" if the data additionally meets Open Knowledge Foundation (2009).
An initiative for creating a synchronization standard for web content, called "ResourceSync", is already underway at the NISO, see http://www.niso.org/workrooms/resourcesync/. The resulting standard would be quite relevant for this context.
